Procedures required for import

1. Individual company registration, registration of filing agent

Singapore Customs has stipulated that the following registration procedures must be completed before starting customs clearance procedures.

  • Register your individual enterprise registration number at the Accounting and Corporate Regulatory Authority (ACRA) or the relevant government agency that issues Unique Entity Numbers (UEN), and use TradeNet (online customs clearance system). Open an account. For foreign corporate entities, ACRA issues UENs.
  • After selecting the type of corporation and paying the registration fee, register on the BizFile+ website.
  • Log in to the TradeNet website and open an account for online customs clearance.

*Declaring agents can be used to apply for various certificates. If you wish to use a filing agent, please designate the agent on TradeNet and apply for the issuance of various permits through the agent. If you do not use a filing agent, register yourself as an agent and apply for issuance of various taxes through TradeNet.

2. Check whether managed items are applicable

The Export and Import Control Act stipulates that if goods to be exported or imported into Singapore are designated as controlled items, an application for permission from the competent authorities (CAs) is required. Based on this law, you must use the "TradeNet HS/CA code search" function to check whether the goods you are importing are designated as controlled items and (if so, which ministry or agency has jurisdiction over them). It won't.

If you check whether HS code wood products that have been exported to Singapore in the past three years fall under controlled items, you will find that the following items for lumber (4407) and plywood (4412) fall under controlled items. The competent authority for each item is stipulated to be the National Parks Authority of Singapore.

3. Application for cargo customs clearance permit

If the goods you are importing are designated as controlled items, you must meet regulatory requirements and obtain a Cargo Clearance Permit (CCP) issued by the competent authority through TradeNet. The issuance of a cargo customs clearance permit is carried out at the same time as the issuance of an import license (see "④ Application for import license").
For the issuance of a cargo clearance permit, shipping documents, invoices, and packing lists are required, and there is no need to submit proof of legality. The bill of lading must include the scientific name, HS code, and item code of the wood.
You must apply for a cargo clearance permit each time you export (even if the same item is being exported).
A cargo clearance permit can be issued in as little as one day.

The Endangered Species Export and Import Act requires TradeNet to attach a CITES permit from the relevant authorities of the country of origin or final transit point if the goods to be exported are regulated by CITES. The representative tree species in Japan, such as cedar, cypress, and larch, do not fall under the category of tree species whose international trade is regulated by the Washington Convention, so their imports are not restricted.

4. Application for import license

5. Phytosanitary

The Plant Management Act stipulates quarantine rules for plants imported into Singapore, but products made from Japanese cedar, cypress, and larch, which are representative tree species in Japan, are not subject to plant quarantine. On the other hand, when importing wood from Japan to Singapore, it is common to submit a phytosanitary certificate issued in Japan, regardless of the tree species.

2. Singapore Standards (SS)

It is established as a national standard when international standards do not suit Singapore's domestic circumstances or when Singapore's own standards are required. It is established and published by the Singapore Standards Council in agreement with domestic industry organizations. Although it is a voluntary standard, it may be made a mandatory standard by regulatory authorities in various fields.

Singapore National Standards are assigned standard numbers starting with “SS”. (Example: “SS XXX”)
It may also be created by quoting international standards (ISO, EN, etc.), in which case this will also be indicated in the standard number. (Example: “SS ISO XXX” “SS EN XXX”)

3. Technical References (TR)

This is a voluntary standard that is established when an appropriate standard does not exist and there is an urgent need to develop a standard.

5. Building standards

Attachment 5 (Fifth Schedule) of the Building Management Regulations, which was established based on the Building Standards Act, stipulates the goals and performance requirements that all buildings must meet.
In order for a building to meet the goals and performance requirements, it must comply with the standards set out in the detailed regulations (Acceptable Solutions) set by the Building and Construction Bureau.
The bylaws require compliance with either Singapore National Standards, British Standards, or European Structural Standards (Eurocode). In addition, bylaws are established for each material used in construction, and standards that wooden buildings must comply with are also established. Additionally, all buildings must comply with fire safety regulations and circulars set by the Singapore Civil Defense Force (SCDF) under the Fire Safety Act.

Trade between Japan and Singapore is subject to economic partnership agreements such as the Japan-Singapore New Era Economic Partnership Agreement and the Japan-ASEAN Comprehensive Economic Partnership Agreement.
Among these, the Japan-Singapore New Era Economic Partnership Agreement clearly stipulates that many goods classified under HS code 4407 will not be subject to customs duties when exported from Japan to Singapore. In addition, in the "Effective Tariff Tariff Schedule" published by Customs, it can be confirmed that the tariff rate is 0% when importing goods with HS code 4412, 4413 from Singapore to Japan, so HS code 4412, 4413 It is assumed that there will be no customs duties when exporting goods from Japan to Singapore.
